Requirements
The end-End user account must be homed in Office 365, also enabled for Skype for Business (SfB) Online. Both pure Office 365 and SfB split domain hybrid environments supported. You can’t use Teams Voice for the same end - user account that is homed on-premises SfB serviceSfB service. (Microsoft reference)

Microsoft officially supports only End-user ’TeamsOnly’ mode when activated for Teams Voice with Direct Routing-> End-user uses Teams client for all the communication. For this same user account, SfB client can only be used for joining to possible SfB Online meetings. (Microsoft reference)
Note: Technically Teams Voice currently works also with ’Islands’ mode, where both Teams and SfB clients can be utilized by the same end-user account. It’s the customer’s responsibility to select used modes. Benemen can’t influence whether Islands mode will work in the future and anyhow if any issues are discovered, first thing is to upgrade end-user to ’TeamsOnly’ mode.
If the customer has existing SfBO Phone System integration, migration to Microsoft Teams & Direct Routing can be done on user/group basis. SfBO Phone System users continue in parallel using existing CCE / On-premise hybrid PSTN connectivity integration during the transition
